Automotive Mobility Europe welcomes European Parliament vote on end-of-life vehicles regulation and calls for a competitive circular economy framework

Automotive Mobility Europe (AME) welcomes the European Parliament’s adoption of the regulation on circularity requirements for vehicle design and the management of end-of-life vehicles (ELVs), marking a significant step towards a more circular, sustainable, and resource-efficient automotive sector in Europe. While the adoption of the regulation is an important milestone, its success will ultimately depend on effective implementation. AME therefore calls on the European Commission and Member States to ensure that the necessary measures are put in place to fully realise the regulation’s objectives and unlock the potential of the automotive aftermarket in advancing circular mobility.
The new rules establish a comprehensive framework that integrates circularity considerations throughout the entire vehicle lifecycle. By requiring vehicles to be designed for easier dismantling, repair, reuse, remanufacturing and recycling, the regulation has the potential to significantly improve resource efficiency while reducing Europe’s dependence on primary raw materials.
AME particularly welcomes the recognition that circularity starts with vehicle design. The requirement that components and materials must be more easily removable at the vehicle’s end of life will facilitate reuse and remanufacturing activities.
“The European Parliament has recognised that the future of the automotive sector must be both sustainable and circular,” said co-chair Francis Bartholomé of AME. “ Automotive repairers, remanufacturers, dismantlers and recyclers are already delivering circular economy solutions every day. Their contribution must be fully reflected in the implementation of the new regulation.”
Co-chair Jürgen Hasler added: “Europe’s automotive aftermarket plays a vital role in extending vehicle lifecycles, preserving resources and ensuring affordable mobility for consumers. A truly circular automotive framework must recognise and support the entire value chain that keeps vehicles on the road safely, efficiently and sustainably.”
AME also welcomes the introduction of binding recycled-content targets for plastics in new vehicles, which will help create demand for secondary raw materials and strengthen European recycling markets. These provisions can improve resource security, support industrial competitiveness and reduce environmental impacts across the automotive value chain.
However, the success of the regulation will ultimately depend on its implementation.
Automotive Mobility Europe calls on the European Commission and Member States to ensure that implementing measures:
- Guarantee fair and non-discriminatory access to dismantling, repair and treatment information for all authorised operators;
- Preserve competition in markets for reusable, refurbished and remanufactured vehicle components;
- Facilitate access to vehicle data and technical information necessary for circular economy activities;
- Recognise the essential contribution of SMEs throughout the automotive aftermarket and recycling sectors;
- Avoid unnecessary administrative burdens that could hinder innovation and investment in circular business models.
Automotive aftermarket players are key enablers of circular mobility in Europe. Through repair, maintenance, reuse, remanufacturing and recycling, automotive service providers extend vehicle lifetimes, reduce waste and support affordable mobility for millions of consumers and businesses.
